What Causes Dark Spot Of Veins On Lower Leg?

I have a very dark spot of veins on my lower leg and about a month ago it formed a scab without any injury to it. now it is red around the middle through the bottom to the other side middle about a inch from the scab. it itches but doesn't hurt. and my scab is normal, no green or yellow. no smell. do I need to be concerned?
