What Causes Dark Spots On Feet?

Ive had Dark Spots on my Feet for several Years near Ankle Area (Lower and Upper) They appear to be because of Circulation Problems. I dont know if they are Melanoma, but doubtful because been there since 2006. If Circulatory then what type of Medications can I get from Doctor to initially combat this Problem?
