What Causes Difficulty In Retracting Foreskin Of Penis?

I can't pull my fore skin back barley atall when down and up when up the very top of my head sticks out where my slit is but it can barley go further back if I try the top of my head bulges and goes a reder colour any ideas and could I still have sex without any pains?
