What Causes Discoloration At The Site Of Tetanus Shot?

I had a tetnus shot over a month ago, the band-aid mark is still on my arm, and the skin is a few shades darker then my skin tone. I've tried scrubbing with an exfoliater which did nothing. It is not sticky and it feels smooth. Can you please tell me how to get rid of this?
