What Causes Discoloration Under Eye With Blisters?

My granddaughter is 2yrs old, she has had a rash on her face near her eyes for 2 weeks. The rash is small pimple like things. She has seen numerous Drs. including doing the dermatology rounds at Yale New Haven hospital and they all seem to think Coxsackie virus (spelling). I dont think it is. Also under her eyes they are discolored almost like a light bruise. Normal appetite, energy, no fever. Any Ideas?
