What Causes Discomfort Throat Leading To Coughing Up Of Blood?

For the past couple of days I get a dripping like sensation in my throat which then causes me to cough and gag fallowed by spitting fresh blood. I am not having nose bleeds. I was wondering if this is due to dry winter weather or should I visit my own doctor?
