What Causes Dizziness And Electricity Sound While Tilting Head?

i hear a peculiar sound whenever i tilt my head,i can't explain exactly what type of sound but it's like some electricity or some whooshing. i'm also sometimes feeling dizzy. i don't exercise and am overweight. and 40 year old female.my height is 5 feet and 3 inches. my weight is 74 kgs
