What Causes Dry And Scaly Skin On Scrotum And Penis?

A week ago I had a choking feeling in my throat then adominal bloating and pain as if beening stabbed. The pain moved to my chest making hard breathing and to my left arm pit and down left arm. Went to hospital 24 hrs after had ekg twice and blood work all good. They felt it was gastritis went home. Have had heart for a week and dark bowl movements. Felt better today then tonite my scotum and penis skin became dry and scalely. Any suggestions
