What Causes Dry And Yellow Skin?

I have been seeing a Dermatologist for quite sometime! My skin get's real bad! My nose get's yellow and crusty and my lips too get crusty and yellow and swell up! What could this be? My Doctor's says its from the Sun but I'm not sure! It's get bad all year round! Right know it's real bad! That's why I'm writing you this message!
