What Causes Dry Bluish Colour Lips?

when i wake up in the morning my lips are its normal colors but then as the day goes on and after i been smoking cigarettes my lips will have this dryish blueish look to it and sometims it goes away and then im not sure if my blood pressure is causing the blueish dry look to my lips i ned some medcial advice..im not sure if its not just dry lips or somehting else is going on
