What Causes Dry Flaky Skin All Over The Face?

I have really dry flaky skin all over my face that is sometimes really irritating. It won't go away. I have been moisturizing with a cocoa butter lotion and I have not changed any make up, soap or anything else I use on my face. Can you possibly explain or recomend something to help it?
