What Causes Dry Flaky Skin On The Penis?

Hi, i have been circumsised for many years now, and recently i have noticed that i have some dry flacky skin around the end of my penis, and on my actuall bell end i have small red dots which become also dry, its not an std as ive not had sex in a long time, and also never unprotected. Can you help clear what this might be?..
