What Causes Dry, Itchy Skin Around Penis Area?

i have dry flacky itchy skin around the pubic hair area of my penis as the weather gets warmer my skin becomes very itchy and dry and it has all split and tends to bleed i am 25 and it's ruining my life i have tried topical ointments but to no relief please help
