What Causes Dry Patch Of Skin On Foot With Tingling Sensation?

Hello I have developed 2 rough patches of skin on top of both feet arches- since we had a cold weather - I was thinking that it s some ordinary dry skin condition. The patch on one foot cleared on its own; while the one on the other foot persists and I am troubled now because when I rub moisturizer on I feel tingling over the while surface of the arch. Reading online just makes me more nervous. What should I do?
