What Causes Dry Patch Of Skin On The Shaft Of Penis?

I've got a tiny little dry patch of skin on the shaft of my penis, just below the head and above the darkened area of my circumcision scar. It does not itch nor feel any different, other than being a little scaly and dry. The affected area is no larger in diameter than a pea. It does not hurt. Could it be a fungal infection or worse? I do not have promiscuous sex though I do practice unprotected sex with my significant other. What could it be?
