What Causes Dry Peeling Skin On Foreskin Of Penis?

I m not sure what it is. It feels like maybe dry skin. I masturbate quite often and that s usually when it will appear. It s sort of like when you get a cut and then a scab forms over the cut. I have that on my foreskin. Sometimes I try to scratch it off and then it will just form again. Like peeling off a scab off an unhealthy bruise an another one forms. Do you know what it is ?
