What Causes Dry Red Patches On Kids Skin?

hi my son is 4 years old I recently noticed a dry red patch on his skin first it was red and small in size now its white and grown in size also spred on his cheaks and near his lips they are rough when touch its like dry rough skin ..we went to the dr he gave us an ointment but its spreading please help
