What Causes Dry Red Rashes On Body Of Infants?

what would cause a rash on my 11 month old grandson. its not raised but is very dry and red and seems to spread. looks like what happens when you are outside in winter during snow and blowing snow for a couple days. then turns really red when bathed and lotion..... im using aveeno oatmeal bath and lotion.
