What Causes Dry Red Skin Patches On Face?

I'm experiencing some dry red skin patches on my face that are round. They are very tiny, smaller than a dime. I also have redness in my navel that is dry and was itchy until I applied neosporin to it. Not having healthcare, I've been putting off a visit to the dermatologist. Have you any ideas what this could be?
