What Causes Dry Ring Around Foreskin And Stinging Sensation After Sex?

I have a dry ring around my foreskin, whilst the upper part is red and split after sex and stings when initiating sex. On occasion after sex there is a white creamy substance that my fiancée and I can't identify beyond it is not semen. We have had a tendency to rush to start sex and she is not always fully wet before penetration. Would it be caused by this or something else?
