What Causes Dry Skin With Circular Marking On Shaft Of Penis?

hello i havent had intercourse in over a year now but my ex girlfriend did get diagnosed and fully treated for hpv. I have been webcaming lately and in a result i have been exceesively masturbating. About a week ago, about one or two weeks of webcaming a few times a week i noticed dry skin forming and a above skin circular marking on my shaft of my penis. I have had regular warts through out my entire life and im in the middle of deciding if this mark is a wart, lesion, cancer cell, or just an abnormal pimple that is under the skin causing the red bump to pertrude the skin instead. Any ideas? Or should I give it another week and go see a doctor if it doesnt go away? Remember also I havent had sexual intercourse of any kind in over a year.
