What Causes Dryness And Rashes On Penis?

HI doctor, My penis is getting very dry and because of this, rashes are being occurred and feeling not very comfortable. I have done blood test and the blood group is O +. Because of this dryness, I used to put some coconut oil on penis morning and i feel very comfortable after using oil till evening.What could be the problem?
