What Causes Dryness Around Lips?

The skin around my lips (upper lips and chin, a little bit towards nose) is very dry..it looks white with skin scales coming out.
I'm not sure if it is because of dryness, however much cream I apply, always skin scales come out and it looks patchy and white. What it can be and what should I do?
