What Causes Dryness In Eyes Along With Excessive Pain?

How can I manage dexcery eyes (to the point I cannot open without feeling pain, excessive tearing, like I have grit in them)? I see an opthamologist who prescribed Freshkote eye drops/even steroidal drops (both increase instead of decrease symptoms). When the pain is unbearable I use Vigamox/also Ciprofloxacin (each about 1x daily), but I do not want to use too frequently because I do not want to increase antibiotic ineffectiveness. I have Ectodermal Dysplasia/also Diabetes (worsens Blepharitis which I also follow recommended treatments). Would seeing a cornea specialist help me. The pain/sensitivity is sometimes unbearable. I am 60 years of age/live an hour south of St. Louis. Please advise.
