What Causes Dryness In Skin At The Bottom Of Penis?

my skin around the bottom part (starting point) of penis seems to be dry and it appears to be like Tinea Versicolor, which forms at the neck.. Could someone advise who will be the specialist (like dermatologist) will treat skin allergies around the penis. Thanks
