What Causes Dryness In The Penis?

My penis felt dry so I started using hydrocortisone on the inside of my foreskin and glans two days ago. Now the head and foreskin are very red and it burns a little. Will this go away on its own if I stop using the cream or do I need to see a doctor right now?
