What Causes Dryness On Foreskin Post Masturbation And Intercourse?

Hi,

Recently over the last month or so sometimes i have been getting a dry section at the end of my foreskin after sex or masturbation which can cause a slight sting.
Is it safe to use e45 cream to get rid of the dry skin and will this get rid of it for good? Never experienced this before.
