What Causes Dryness Under The Eyes Of Children?

Hi, my daughter is 7 years old, a few months ago she developed dry skin immediately under her eyes, starting from the inner corners of her eyes spreading out under the eye, on some days the skin is very red, other days it flakes. We've been using rooisbos tea and she has also been on antihistamines, but to no avail. Please help!
