What Causes Eczema Like Symptoms On The Palms Of The Hands?

My partner has eczema-like symptoms on the palms of his hands. He says it is like itchy eczema and due to his scratching it has become inflamed and broken. Do you know what might cause this please?
He is 39 years old, weighs 13st 4lbs (186lbs), is 6ft tall.
He drinks substantial amounts of alcohol and has done for years.
Has a history of eczema and asthma.
