What Causes Elevated ESR Levels In Blood?

My mother is having only Problem of increase of ESR level in body.
ESR is near around 66 from last 4 month.
Before that ESR was around 85.
We have done soo many treatment but haven't got any satisfaction result.
Please suggest me something.
