What Causes Elevated Blood Pressure Despite Taking Ramipril?

Trouble sleeping. Feel heart beat strongly when trying to sleep. Had an anxiety attack 2 months ago, Was given Zopoclone to sleep. Worked but still feel anxious about the need for this. Already taking Ramipril 5mg for high blood pressure. 147/80. Hydrochlorothiazide 12.5mg daily. How can i reduce my blood pressure as i think it makes me feel anxious and not allowing me to sleep.
