What Causes Enlarged Clitoris In A Child?

I am a preschool teacher. I have a female student, 2 1/2 years old that puts herself to sleep every day by stimulating herself. The clitoris is always enlarged (compared to all the other little girls). She will also do this throughout the day. Should I be concerned about this? Why or why not?
