What Causes Enlarged Testicles With Delayed Puberty?

In 2007, aged 15, my left testicle got swollen to about twice the size of the other. now, my left testicle is about a third the size of the other. This was because my brother had mumps at the time I think. Would the mumps thing affect my rate of puberty, because I haven't seen any changes.
