What Causes Excess Eye Watering And Itchiness Inspite Of Using Zyrtec?

My symptoms are itchy red eyelid (right eye) but its not pink eye. I don t have any discharge except excessive tearing. I do have allergies and use zyrtec and have been using eye drops for eye, however this has been going on over a week now. Also I usually have excessive tearing, what is the best remedy for that?
