What Causes Extreme Dryness On The Lips?

About two days ago my lips were a little bothersome, and I assumed it as just chapped lips. So I just applied Chapstick as I usually do. However, this morning I woke up with a thin yellow crust around the edge of my mouth, the complete circumference and once I took it off my lips have remained a little puffy with a red ring around them.
