What Causes Extreme Redness On Legs From Knees Down?

My husband has extreme redness on legs from knees down. There are also flat darker blotches on both legs. He had a similar outbreak on his head and forehead two months ago which left discolorations. He has been to an internist and dermatologist. They said it was allergic reaction to something.
