What Causes Eyelids To Be Sore,red,puffy And Itchy?

Hi my eyelid's top and bottom started of with dry skin, i have had this for sometime and have applied diprobase towards the dry areas. Sometime after as i thought they were getting better the dry skin had come back and so had a sore area all around my eye lids leaving my eye lids red and puffy but my eye balls are not affected one bit. They really itch and when my eyes water burn an awful lot, i was just wondering if you could help as they are causing me quite a lot of pain thank you.
