What Causes Facial Rashes Along With Tingling Sensation?

Hello, I suffer from a facial rash, my nose and adjacent areas especially, at times it can really flare up, sometimes I can feel the sensation on my face like a tingling sensation, should I see a dermatologist or immunologist, I have it for about 3 years now, its really getting me down.
