What Causes Fever Along With Running Nose In An Infant?

Hi, my 11 month old daughter has fevers off and on, with constant runny nose, watery eyes and a bit of a caugh. She chews on her fingers a lot and is drooling like crazy. Is this due to teething or could she have allergy s due to weather change? And is a cool mist humidifier good for her?
