What Causes Fever And Boils On Penile Shaft?

For two days now I am noticing some water boils on my penis shaft. it started with a slight itch then it draws, got bigger and started to hurt. yesterday I burst and clean them with hot water. But today it still hurts and worries me. plus I have a slight headache and fever. mind you, I do not know if all these manifestations are unrelated but they all just occur at the same time. please, I really need a sensible answer.
