What Causes Fever,pain And Tiny Bumps On Inner Thighs In Children?

My 7 year old son has no fever, pain, nor itch but he has little bumps that look like little bubbles on his inner thigh area. He told me there were only a few and now there are a more on his scrotum and a couple on his other thigh. He did not have chicken pox vaccine and my husband says that is what it looks like. I asked him if he anyone has asked to see his genitals and he said the dr and on occasion you and dad when we changes or gets out of the shower in front of us. He is pretty assertive so hopefully my husband is right. I am perplexed can chicken pox start on inner thigh? I have pictures.
