What Causes Fishy Smelling Discharge?

My vagina continues to have a discharge that causes a fishy smell. It's to the point that I have to change my panties when I get home from work. The weird things is, once my panties are off, they have discharge in them, but it doesn't really seem to smell. I have also had UTI this year.
