What Causes Flaking Of Skin On The Bruise?

Close to the area where you button jeans, I have a very dark colored bruise and the skin over it feels real thin. If pushed on its soft but around it is tuff. Ive had this for a few months and just noticed skin flaking off the bruise and wondered if I shud have a doctor check it out?
