What Causes Flaky Skin Under The Chin?

age 46 and I get dry flakey skin on my right side of my face, no issues onthe left.....I constantly seem to get infected hairs directly under my chin and got it so bad on the right side of my face to my chin that my hair focules died. what might be causing this
