What Causes Flat Bumps On The Back?

i have a flat raised bump on my back - has been there for over a decade - saw a dr about it way back then, he said it was just a sun bump and to keep it exfoliated. on occasion it tingles... am I still good to go?
32, 5'7" 285lb, red head, always good health...
