What Causes Fluid Discharge From Penis?

My son is having some problems and needs to know why fluid is coming out of his penis? He had founds some tics on his penis about 2weeks ago and know he his having fluid coming out. Is this the reason or is something else is going on? He is also coughing and not feeling that good. He went to the health dept. and they did a test for STD's. He is wanting help now and med's. what or where should he go, he doesn't have health insurance.
