What Causes Fluid Retention On Forehead?

My 6 year old granddaughter seems to have some fluid in the top of her forehead, near the scalp line, is this normal? I feel it squishy, she doesn't complain of any pain at all. although she is having "dancing eyes" she was checked by a neurologist yesterday because of the concern about the eye movements, he seems to think that is just a motor tick, but she will have an eeg next month. In the meantime the mention of what feels like fluid in the forehead was not brought up. I am just concerned.
