What Causes Fluttering Feeling Above The Sternum?

just below the throat but above the Sternum, I keep feeling fluttering. It actually isn t my heart. Im 43, healthy, smoke about a pack a day and drink coffee but no soda. I ve had this on and off since about 2002. Here though for the last few days it s happened quite often. What is this?
