What Causes Foamy Saliva In Infants?

Foamy saliva. My newborn is ten days old.I see foamy or bubbly saliva on his lips frequently and sometimes when he is on his back I hear gurgling rising up his throat.Sometimes sounds like he has fluid stuck in his throat. Is this reflux? Or something more serious. No fever no crying not much fussing going on.
