What Causes Foreskin Not Retracting While Pulling Back?

Im a 21 year old uncircumcised male and just recently I read something saying that if your entire head does not show when you pull back your foreskin that it isnt normal and sex will be extremely painful? I can ejaculate and urinate fine but at best I can only see a tiny bit of the head when I pull back please help me!
